    I change IRQ and the problem is still the same. Data comming out from TS-SER4 in very low speed. Is there other settings that has to be changed? Pls let me know as soon as possible.

It sounds like your IRQs are not setup properly. Check your jumper settings
to determine which IRQ the TS-SER4 is using. Then you can use setserial to
ensure the proper IRQs are being used.
