hmmm. interesting. this conflicts with sheet 4 of 4 of Technologic Systems TS-7200_revB.
see schematic at:

It appears from the texas instruments schematic that the above schematic is wrong and that Q11, pin 15 is 2 hz!
Thanks. If this is true than perhaps Technologic Systems can correct the schematic listed above in the near future.....
What an odd but fascinating situation to be in. Thanks for the help..
