The Fostex FR-2LE is the cheapest "shoulder" sized recorder that delivers 
excellent sound. Basically it is a "poor-man's" SoundDevices. It doesn't have 
the build quality nor some of the extra features of an SD unit, but it does 
provide everything necessary to make great recordings, when paired with good 
mics that is. I have no experience using it in weather conditions any more 
extreme than constant rain, but know it needs to be kept dry, since it is not 
rated for water exposure, etc. 

I dislike the cheap controls and crappy battery compartment. Some early 
reviewers complained about the limited gain, but this was fixed years ago in a 
firmware update. I bought mine second-hand for (relative) peanuts.

Just another opinion from a sometime field recordist and composer.
