I have posted my opionion on this before and won't repeat.
But as someone who has done commercial surveillance before moving on 
to the higher life forms of birds and frogs I will again state.

Video simply is not the same as audio. Audio is much more restricted.
Also, I will choose a shotgun mic over a parabola for surveillance 
audio.  That is all a past life and I am done with it in all forms.  
I have hunted enough people.  I had the naked teenager problem going 
for owls again last night.  Got the owls though, just the wrong 
flavor.

Other countries are not the same as the US and there is state to 
state variation of licenses needed. Just keep in mind this is a 
federal offense when you step outside of the line.
