I've taught a class using GoldWave (PC): http://www.goldwave.com It's a basic but functional audio editor, can read MP3s, lets you perform a good variety of editing functions. It's shareware, they do want you to register for some sane price; it's 'nagware' ~ it'll work, but harass you, if you use it without registration. There's a companion (same company) that lets you do very basic multi-track arrangement if you like, I think it's called Multiquence.
