I did not in any way suggest that those words be used in a letter to the Council.

There must be at least a better set of words. I have no recollection of ever having been to this place and so I don’t know the situation. But there might have been some circumstances in which a risk assessment like that, might have been or could be valid,
could “being stuck” refer to cars?. It would presumably have come from something.
