Before writing to the council, I would just like to suggest that to write along the lines of “was apparently "a high risk of drowning or being stuck in deep mud" which is of course complete bull” may not be a helpful approach. I have a suggestion that to use words like that might not be good diplomacy if you wish for a positive outcome or a different set of rules. There must be at least a better set of words. I have no recollection of ever having been to this place and so I don’t know the situation. But there might have been some circumstances in which a risk assessment like that, might have been or could be valid, could “being stuck” refer to cars?. It would presumably have come from something.
