The "elusive" element puzzles me, but how about leaden flycatcher? 
 
I have just listened to the call on BoCG and it doesn't very like a 'phone (nor how I recall a Leaden fc sounding - perhaps it is a 'pooter problem) but I have had people describe the call that way (or like a car alarm) to me.
