Sadly, they probably arrived by boat and broke no laws.

This loophole is very old. Of course, only being able to shoot out to sea, the chances of them being able to retrieve their "bag" are lessened. I suppose they have some fun shooting at practice targets like Gannets or the occasional OBP.
