It's not Ian Campbell you need, he was never any good to anyone. It might be worth contacting DEWHA though and suggesting that the shooters represent a risk to the RAMSAR site and see what, if anything, they can do. It may be they can do nothing but they do have a role in protecting RAMSAR sites so it's worth a phone call.
