"100%" refers to the nominal storage capacity of 1.15 gigalitres.
For flood mitigation, a further 1.45 gigalitres can be held back,
which could be called either "200%" or "210%" depending on how
you measure it.

The amount of water being held back is certainly no joke; a week
ago the level was "only" 102.1%, so an additional 0.85 to 1.15
gigalitres of water have arrived, mostly in the past few days.
That's roughly two Sydney Harbourfuls!
