Western Treatment Plant Wader ID Help

Nice one Barry. 1 or 2 Ruffs seem to  turn up  each year at the WTP, so you've done well finding this one.

 

My gut feel from the pics is your took this photo at Paradise Lagoons, buy hey..theres not much to work on.

 

If you're where i'm thinking, you were on a road just before going out a gate adjacent to the river, and were shooting across a drain/channel with the You Yangs(hills rising from the plains) behind the bird??? You would have had Lake borrie (the largest body of water in the plant) at your back???

Hello,
 
I'm an American birder who has reached the end of his fifth Aussie birding  
trip.  On Sunday this week, I was out at the WTP in Werribee, Victoria, and
 I saw a wader that I could use some help with.
 
It was originally with three Common Greenshanks, and was slightly smaller  
than them, and obviously different.  It had yellow legs, quite long.   It
flew and it was seen a little while later on a different pond.  I was  with a
local birder, and I'm sorry, but I can't tell you which ponds we saw it  on,
but he would probably know, if it matters.
 
We pondered the possibilities and came up with Great Knot, but that was  
before we saw the yellow legs so clearly, on the second pond.  The legs  also
seemed too long for Great Knot, and the bill length seemed too short.
 
I took some pictures, at too great a distance, and with a hand held point  
and shoot super zoom camera, so they aren't good at all, but maybe they are
good  enough to help with an ID.  The pictures can be seen here:

The only bird in my field guide that seems to match all the features is  
Ruff, but I realize that that would be a rarity, so I am skeptical.  What  am
I missing?  Help please?
