G'day Barry,
By the looks of it, you're not missing anything - size, shape, bill and plain
face all point to Ruff for me.
They're rare but regular migrants in very small numbers in SW WA (there's one
currently at Lake McLarty near Mandurah), but I can't comment on their rarity
at Werribee - no doubt someone else can though.
