John...I think this looks like a Black Kite subspecies Lineatus (Black-eared
Kite)probably juvenile. Just going by the illustration in Robson's "Birds of
South-East Asia. I'm no expert.

The shot was taken in Hong Kong.

The underwing pattern is interesting and surely definitive.
