Chris,
Cinereous Vultures are certainly are mainly scavengers, but they do
hunt and are probably the best equipped Vulture for hunting, and as it
appears that it is young deer being taken, it is possible that they
are the culprits. There is always the chance though, that they are
only cleaning up after other predators, in this case possibly two
legged. It is difficult to say without seeing the carcasses.
