I've used call playback at various times over the years often with photography in mind. I've made the following observations: Some birds respond only briefly some make a determined search for the intruder and others just ignore it, including species I would expect to respond. I also recall seeing posts saying " such and such a bird doesn't respond to the BOCA tape" implying that the bird can recognise a particular recorded call and choose to ignore it. I too have often seen birds feed in response to a call as if to say this is my area, look I'm using it. I wonder if the response responds to where in their territory the bird is. If it's on the edge of what it recognises as its territory it might think it's being chastised by a neighbouring owner and leave or if it's hungry it might continue feeding rather than respond. I'm of the school of thought that judicious use of calls does little harm. In fact as others have said it can be counter productive and cause the bird to "satellite" or otherwise become move around making a photo a very distant possibility. Individual birds seem to vary quite widely in how they will respond.
