I have had a lot of experience with open-topped, stock tanks, (20,000 gals)
we always have a counter-balanced plank or log hanging on the side, and when
possible, when the water level varies greatly between pumpings, an anchored,
floating raft, 1m square, made of PVC (75mm) and treated timber planks, they
save a lot of bird drownings as the water level changes.
