 We have had some problems with drowned birds in a big concrete open topped
storage tank.  Since we put a floating plank (ie a small floating island)
into the tank things have improved.  While the plank is small in a big water
surface area, presumably they can get to it before drowning.  In a large
trough I think it may work, and being free to float around the surface, the
wood shouldn't interfere with the float too much.  It is a cheap solution,
worth a try.  If it has enough bouyancy the birds could sit on the plank to
drink and be less likely to fall in in the first place.  If the plank is
anchored in the middle of the trough the cattle wouldn't be able to meddle
with it.

I would be interested in the results if your friend tries it.
