Definitely.  Any birds in the wild (i.e not caged or fenced in a farm) can
(and, in the case of potentially self-establishing escapees and vagrants,
should)  be atlassed.  This includes guinea-fowl, Chukars, peafowl, Canada
Geese, exotic parakeets etc.

I suggest informing the NRE office in Hamilton.
