I'm afraid 'Vandals' is far too good a term for your arsonists.
The Vandals made their base in North Africa (Carthage) in the 5th
century, and though they were the scourge of the Roman Empire from one
end of the Mediterranean to the other, they never engaged in aimless
violence and destruction. Their piratical raids were done for gain --
slaves, women and booty, though mostly the last -- and if they burnt
down churches, it was only Catholic ones. (If you were an Arian
Christian, like them, Catholicism was heresy. Everybody felt free to
burn heretics.) Your arsonists probably don't even have the excuse that
boardwalks are heretical.
Even the most barbaric people of the Dark Ages (it's a moot point which
one that was) regarded mindless destruction as criminal activity -- and
they didn't waste much ceremony on the perpetrators.
