Hello.
What an interesting message.
Have you thought of offering your services to the council as a
consultant or advisor (voluntary or paid, according to your personal
preference)for the re-development of the areas in question. That way you
might be able to lobby for preservation of the "rank and scrubby areas"
- could they possibly be described as remnant vegetation or by some
other more flattering term?
At the very least I suggest you send an edited copy of your posting to
the council's environmental and works departments, complete with species
lists. You could also arrange a species list of native vegetation at the
sites (possibly through Australian Plants Society (SGAP) or Greening
Australia.
Good luck.
