Re raptors at Peak Hill Gold Mine:  Thanks Phillip - I'll pass that info on to the observer.
 
Re access:  A call to Mike Sutherland on 02 6869 1733 (BH) should enable you to get access to a viewing point Paul.  Safety regulations would apply I guess, and there is probably access to restricted areas only.
