I hope that, among other things, something we will learn from the Atlas project is an update on the population distribution of feral or introduced birds. In fact, ANY bird seen in the wild, however obviously an escape, can and should be recorded for the Atlas; the only ones you do not atlas (yes - I still have a little trouble using atlas as a verb) are those evidently in captivity.
