You should go to <http://crosstool-ng.org>. There, you will find a 
system for creation of cross toolchains with a wide variety of host and 
target architectures. While you're there, find out how to get on their 
mailing list, and go read the mailing list archives. There is some past 
discussion of cygwin as a toolchain host architecture.
Be prepared for a bit of work, as it isn't easy to get everything 
configured just right. If you choose to roll your own (don't), then be 
prepared for a huge amount of work, and a resulting system that may not 
work correctly.
