If SSH is refusing the connection, make sure you have "PermitRootLogin yes" in the config file if you're logging in with the root account. SSH blocks the root user from logging in by default. Or if you don't want to log in as root, make sure the user accounts on the TS-7300 are set up the same as they were on your TS-7800. If you were using SSH keys instead of typing the password when logging in, you'll want to make sure the key files have been moved over as well (or generate new ones). Windows firewall (or similar firewall/antivirus software) could potentially be blocking you from pinging from device to host. You could try pinging something known to work, like Google, or your local gateway. But if you're getting a connection refused message instead of connection timed out, it sounds like SSH is successfully connecting and then terminating the connection because of a credentials issue.
