[ts-7000] Brand new TS-7800 fails to boot

Hi All

I have a brand new TS-7800 which fails to boot.  Console output:

(JP1 is out, JP2 in, JP3 out)

I've previously used 6-7 TS-7800 without any problems.

Any clues?
