As I've no idea what terminal emulator you are using, look for things like
No CTSRTS, No hardware flow control, No Modem control, Data Wires/Signals
only, etc. Software flow control should be ok, but
disable that as a test too.

Read an rs232 primer to familiarise yourself with how a serial line works.
