Try to google IAR Embedded Workbench for ARM or whatever the target processor. Might be able to crack a way.

Honestly I don't think you can, you're talking a totally different C
library, sure you can build ARM9 apps but their not meant to be run
ontop of a OS with it's own API and C libs.
