[ts-7000] No ttyN - can't log into lenny

I have installed the Debian lenny image on my TS-7260. I have enabled
ethernet and can ping outside servers. SSHD is running, so I should be
able to log in, but I get the following:

PTY allocation request failed on channel 0
WARNING: Your password has expired.
                                   Password change required but no TTY availabl.

in the /dev directory there are no tty files, and if I look at the
processes there are no getty processes. I'm pretty sure etch allowed
login right off the bat. How do I enable sshd again?
