It is very odd that setserial reports the UART as unknown and the baud_rate much higher than the usual 115200.  Can you also load the TS uart module?  I am curious to see the dmesg output for it.  It should be something like

ttts0 at MMIO 0x72000000 (irq = 40) is a TSUART                                       
tt8s0 at MMIO 0x72000000 (irq = 40) is a TSUART
...

Try moving S12udev in rcS.d to S03udev. I think it'll fix the problem.
