Mostly yes.
However, at least on the TS7200 board, redboot knows how to read[1] an ext2
filesystem on the CFDisk, so that it can load a kernel from a file on the
CFDisk.
I thought TS are abandonned redboot with their boards that can boot from
SD? Maybe I've misunderstood, I only have direct experience of the ts7200
