I found the problem. The TS-7400 defaults to booting using TS-FLASHBOOT, which
uses the kernel and initrd stored in NAND flash, and only uses the SD card to
get the root file system. The solution is to switch to TS_SDBOOT using
tsbootrom-update -s
This causes the kernel and initrd to be read from the sd card instead of just
using the sd card for the root fs. An added bonus is that it is seems much
faster than booting indirectly via TS-FLASHBOOT.
The tsbootrom-update utility was already on the old Debian Sarge SD card that
came with the board, and may also be downloaded from embeddarm.com
