[ts-7000] lenny: /etc/fstab and /etc/rc.local being ignored

I am using debian lenny on my TS-7400 from

    512mbsd-7400-linux26-lenny-eabi.dd

Changes I make in /mnt/root/etc/fstab and /mnt/root/etc/rc.local seem to be 
ignored at boot. How can I fix this?

My current rc.local contains

mount -o remount,rw /mnt/root
mount -t tmpfs -o rw,size=10M tmpfs /tmp
exit 0

If I execute /etc/rc.local manually after boot these commands work, but they 
don't seem to be executing during boot.
