Oh, sorry. I looked at the schematic, and thought it was the same as
the TS-7800, which *does* double-up the pin functions for flow control
or other ports. See the TS answer in this thread, for example:

I thought these were wired up to the FPGA, and driven by the TS kernel
module xuart.ko, rather than the standard ep9302 UART lines? Do you
use ttyS? or ttz? ?

Wow, too bad.
It seems that TS schematics intended flow control be available
(assuming headers are wired to FPGA and you do really have the line
driver chip as shown). Also I remember seeing a note that said
basically the FPGA UART stuff was released early, and to check with TS
for updates. Did you check with TS directly to see if they could
update the FPGA and/or xuart module to give you flow control, like the
schematic indicates?
