That's what it sounds more and more is the problem.

I looked at

    focus.tij.co.jp/jp/lit/ug/sprueq8/sprueq8.pdf

And I also did not find anything about the need for
pull-up resisters.  It should be quick and easy to
jumper in a resister to check if that's the problem,
though.
