There are two places the serial drivers can be loaded - where they get
loaded will depend on whether you need them in the fastboot environment
or not.
You should be able to modprobe the tsuart7800 driver as soon as the
debian partition is mounted read-only; or you could copy the drivers to
the initrd if you wanted them loaded before that.
As for loading the modules as part of the full boot, they should go in
the standard Debian locations. The startup scripts are in /etc/init.d
and get linked from /etc/rcS.d, rc3.d etc.

It definitely is not normal for the reboot to fail. You might try the
"-f" option to reboot and see if you see the same behavior. I would
RMA the board for repair with a note that reboot is failing as we can
look into why this is happening.
