Taking a look at your lineup, the quickest WinCE BSP to develop would be 
for the TS-7200.  I can have it boot a WinCE image selectively from 
Serial port, Flash, SD/CompactFlash, or Ethernet.  Short of NAND/NOR, 
SD/CF, variances in .bib file, the bootloader code would identical for 
all your EP9302 boards.
