Sorry. Looking closer, CONFIG_HIGH_RES_TIMERS depends on
GENERIC_TIME and GENERIC_CLOCKEVENTS, and the patch that supports
that for the Marvell chips is not in the vanilla kernel yet.
Lots of Orion code is set to be merged in vanilla kernel in the next
one or two merge windows, but alas no TS board support yet. If you
want to try out the orion code, see:

So, you could either wait for orion stuff to hit upstream kernel and
write the board setup file for the ts-7800, or back-port the orion
system timer to the TS-2.6.21 kernel:
