Reconfigure your kernel, making sure CONFIG_HIGH_RES_TIMERS is set,
then recompile.

I would have thought TS would enable this by default, if it runs on a
TS-7800.  I'm sure other TS-7800 users would be interested in your
results; it seems the 10 mS granularity is a common problem for TS
board users.
