Busybox can provide a minimal dpkg for installing and this is probably
what you want to start with it.  If its not compiled into the (TS)
busybox binary you have - you would need to build your own busybox.

You also want to look at deboostrap.  If you have 100+mb it can
be a painless way to set up Debian from scratch.
