This may not be your issue, but it's worth mentioning:
 
If you're using the windows versions of Hyperterminal to connect with, the terminal program itself can cause connection problems over a serial connection.  I fought intermittant serial connection problems with my company's equipment for 3+ years before I finally figured out the problem was Hyperterminal itself. Sometimes Hyperterminal itself just won't make the connection. I moved to another terminal program and haven't looked back.
 
I'd suggest trying Token2 Plus by Choung Networks > www.choung.net  They have a free 30 day trial, and it's only $30-40 to buy after that.

Hi Samuel, I am not at the point where I am writing a program. I am
trying to use a terminal program to connect to the modem. I am
definitely sending carriage return. As soon as I can do this at the
command line I will move to adding a printf statement like you have shown.
