You can check you null modem cable with on ohm meter, you should find
pins 2 and 3 are crossed over. If your cable is ok then more than likely
you have a bad serial port on your PC or your TS-7400. An easy way to
test your serial port on your PC would be to short pins 2 and 3. Open a
terminal emulator. Assuming you have echo disabled in your terminal 
emulator what ever you type should appear in your terminal emulator. You
can verify that echo is disabled by unshorting pins 2 and 3, you should
no longer see the characters echoed to your terminal emulator...
