Hello, Familiarizing with field programmable devices (FPGA, CPLD) is always good. However, if you intent to use CPLD just for address decoding to LCD, you can use an alternative solution with generic unprogrammable logic devices. You can use an 8bit identity comparator (74F521 like, you need to find exact part number for correct operating voltage etc.) for address decoding (compare high address bits of address bus at port A of 74F521 with a jumper array target address configuration on port B of 74F521) and some bus transceivers to reduce capacitive bus loading (TS-boards already have these on address / data lines to the PC/104 interface.
