Familiarizing with field programmable devices (FPGA, CPLD) is always good. However, if you intent to use CPLD just for address decoding to LCD, you can use an alternative solution with generic unprogrammable logic devices. You can use an 8bit identity comparator (74F521 like, you need to find exact part number for correct operating voltage etc.) for address decoding (compare high address bits of address bus at port A of 74F521 with a jumper array target address configuration on port B of 74F521) and some bus transceivers to reduce capacitive bus loading (TS-boards already have these on address / data lines to the PC/104 interface.

Thank you for the suggestions Peter and Murat.

I've just started familiarizing myself with CPLDs but don't have any
real experience with them. I was thinking about trying to do address
decoding and driving the LCD using a CPLD....maybe I'll give it a shot.

The LCD does have a HD44780 compatible controller so I could use it in
4 bit mode and probably have just enough DIO lines from the 7400. If I
use a CPLD for address decoding among other things would it be best to
use the CPLD to drive the LCD or just use in it 4 bit mode with the
7400's DIOs?
