Thank you for the suggestions Peter and Murat. 

I've just started familiarizing myself with CPLDs but don't have any
real experience with them. I was thinking about trying to do address
decoding and driving the LCD using a CPLD....maybe I'll give it a shot.

The LCD does have a HD44780 compatible controller so I could use it in
4 bit mode and probably have just enough DIO lines from the 7400. If I
use a CPLD for address decoding among other things would it be best to
use the CPLD to drive the LCD or just use in it 4 bit mode with the
7400's DIOs?
