The CPU on the board is an EP9302(very similiar to EP9301).

The Makefile is included in the kernel source code you can get it from
here(ftp://ftp.embeddedarm.com/downloads/Linux/ARM/linux24_ts8_src.tar.gz).
The .config file is in the kernel source in arch/arm/def-configs/ts7250.

Assuming I understood your requirements correctly then you don't even need
to compile your own kernel you can get a precompiled one from
here(ftp://oz.embeddedx86.com/ts7250_ts8.tar.gz).
