I made a mistake somewhere. I started back through my emails with
technologic. There was an update to the kernel, which I don't know if
you have or not and then the enumeration was backwards from above.
/dev/ttyS0 is irq 33
/dev/ttyS1 is irq 40
/dev/ttyS2 is irq 33
/dev/ttyS3 is irq 40

I think, 
I went around in circles with this one, but finally got the board to work.
