I have never been able to get Orbit view to work, I have tried a couple
of times but eventually gave up as there are other ways to do what it
does. Try using setpwc (http://www.vanheusden.com/setpwc/), there is a
debian package that is in the standard repositories too. The other thing
to look at for using the pan/tilt is the sysfs files
in /sys/class/video4linux/[videodevice]/ (in particular the pan_tilt
file).


The program motion (http://motion.sourceforge.net/) is also worth a look
as is camstream (http://www.smcc.demon.nl/camstream/) and camserv
(http://cserv.sourceforge.net/).
