I had wondered about foreshortening, too, but with just a silhouette to go on, I'd have to say it's going to be impossible to get a 100% ID. = Of course, it would help to know the relative frequency of occurrence of the likely candidates in the region. If there's no foreshortening, then it looks very like the Black Vultures I see around here (SE New York state).
