Hi John--
I couldn't come-up with a really inexpensive powered-mixer with 
phantom powering, but there could be something bulkier than you need 
in a DJ product line.  You could use the cheaper, Audio Buddy 
phantom/pre with M-Audio's Studiophile AV20 powered speakers for ~ 
$100USD + mics.  The AV20 amp/spkrs have pretty good sound quality 
and power. Rob D.
