I can see where the government is trying to "protect" it's lands from
people stealing it's assets and potential destruction in a way, and
to make money off the deep pockets of the movie industry. I think
what they are trying to do is to make it easier to obtain a permit.
What is different is that the proposal will include all federal
lands. I am sure the states will get into the action so afterwards.
The proposal neglected to mention the detail of cost and how those
costs are calculated. It sounds like one would have to request a
permit for each single location, which is ridiculous. When I go on
travels, I don't exactly know where I will end up recording. I
venture about until I find somewhere good to record.
One interesting paragraph:
=A7 27.71 Motion pictures, sound recordings,and still photography.
The filming of any motion picture or
taking of sound recordings or still
photography on a national wildlife
refuge for subsequent commercial use is
prohibited except as may be authorized
under the provisions of 43 CFR part 5.
I think I might go in stealth mode. I have never ran into an official
while I was out recording yet. If I do, all I have to say is that I
am doing it out of a personal interest hobby. Never the less, I left
a comment to allow for one permit across all lands similar to a
national park visitor pass, and to develop a fee structure based on
end product projected profits. At least I think the comment went
through.
